Page 33, “The Misfits”: “They’re the minors who don’t yet posses their own means of defense and therefore must be constantly guarded and watched.
They’re the ones who don’t go out much, those who are unaccustomed to the business, those to whom crossing the street is still a dangerous adventure, which they attempt to do with fear and filled with hesitation.
They’re the country and village folk who come to the cities and suddenly see themselves wrapped up in the disturbing rhythm of the big city centers.
They’re the elderly, to whom any rapid movements have become painful and whose reflexes hardly lend themselves to the demands of modern traffic.
These are the ones the police must give advice to, guide and keep safe from danger.”
